Functioning Offline Copy for Browsers

I would like to able to create an offline copy of a mural that can be used in a web browser. Not necessarily with the possibility of editing it (or with limited possibilities like changing text), but with the full functionalities of zooming in and out and navigating (e.g. via the outline) and clickable links etc.
