Allow templates to be collaboratively editable, just like non-template MURALs

It's not currently possible to collaboratively edit a MURAL template. I would like to be able to assign edit/view permissions to templates just like with regular MURALS.

Rationale: My team often experiments with and iterates upon our tools; it really limits the usefulness of a template for it to only be editable by the single user who published it.

The proposed solution of creating a MURAL from the template, editing it, and republishing that MURAL as a new template is not a great stopgap because the new template has a new URL, which makes it harder to distribute seamlessly within our team.
