Remove lock menu popup on locked objects

NOW: when something is locked and you click on it, you get a small menu to unlock it, and it outlines in blue just like any other focused object.

CHANGE: Stop doing both of these. When I lock something, I want it to be quiet and not be interact-able to the user. If I want to unlock it, I can right-click to get options.

It's annoying to constantly see this behavior happen in a big canvas of locked background shapes and images!
