No 'convert to guest' option in workspace members

Im having a few problems with guest functionality:

  • When I invite a new user who is NOT a part of the company domain, they get invited as a member, and they get the ugly 'you are out of memberships' message
  • When I attempt to 'convert member to guest' in the members area of the workspace, that is not an option. I only get 'deactivate' or 'remove'

Not sure if Im doing something incorrectly or if there is something else going on. Any feedback/opinions would be helpful.
